A Federal Business Opportunities request published on the FedBizOpps.gov website on January 29, requested Escort Services for Unaccompanied Alien Children who would cross the Mexican-American border. The document said that the U.S. Immigration and Customs Enforcement (ICE), sought the services of a vendor who could effectively and efficiently transport thousands of children from the south American border to different locations inside the United States. “The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year,” details the document. The search for escort and transportation services was classified under the V- Transportation/Travel/Relocation code and has as the primary and secondary contacts the offices of Rachel Ali, Contract Specialist, whose email address is stated as Rachel.Ali@ice.dhs.gov, and Tony Ross, Contracting Officer, whose email address is provided as Tony.Ross@ice.dhs.gov. The Federal Business Opportunities request says that ICE as part of the Department of Homeland Security (DHS), is involved in the process of “accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters located throughout the continental United States.” The document envisioned the arrival of at least 65,000 minors whose arrival and transportation would be carried out by three different participants: Local ground transport services, ICE charter units and commercial air companies. “There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air. Escort services include, but are not limited to, assisting with: transferring physical custody of UAC from DHS to Health and Human Services (HHS) care via ground or air methods of transportation (charter or commercial carrier),” describes the request. According to FedBizOpps.gov, interested parties should also have the capacity to provide alien children with meals, draft reports, generate transport documents, provide clothing, coordinate operations with DHS and the Department of Health and Human Services (HHS) in order to coordinate and accommodate possible disruptions “due to inclement weather, faulty equipment, or other exigent circumstances.” The document clearly shows that the influx of alien children seen in the last few days in the US was not a spontaneous unforseen event. Rather, it was a concerted effort to bring Mexican and Central American children into the United States, and the American government had advanced knowledge of the time and place where the children would be arriving. The Obama administration even had contingency plans in case the transport of children became interrupted, as shown in the following description: “The Contractor shall be called on to provide temporary shelter locations (such as trailers) with shower facilities for juveniles who are pending placement with HHS when bed space is unavailable nationwide for extended periods of time. The Contractor shall provide temporary guard services and other support as necessary during these emergencies.” Although the mainstream media has echoed statements from Obama administration spokespeople and officials about the supposed deportation of these alien children, the document seems to suggest otherwise. It seems that the Office of Refugee Resettlement is prepared to adopt these children permanently. The Office’s stated purpose is to provide “new populations with opportunities to maximize their potential in the United States.” The ORR mission says that its work entails “linking people in need to critical resources to assist them in becoming integrated members of American society.” Under these conditions, the facts stated on the American government initiative not only reveals that these children are not temporary refugees, but permanent residents and that the US may be on the way to receiving even more children than the number established on the request published by the Federal Business Opportunities Office. The total number may be as high as 85,000 children. One details that has not been determined yet is if these children are being helped directly by the American government from abroad or if their respective governments are involved in their arrival to the United States.
